This is what happens when a set of rules cause a system to behave in way that is not obvious from the rule set. The interesting thing to me is how this applies to people: Any social interaction happens within a certain rule set.

Therefore, how can the rules be changed such as to SaveTheWorld?

Just telling people to "be nice" will only give you a warm feeling inside when talking to people already convinced. Instead, the rules must be designed such that all people, wether they agree with your hidden agenda or not, behave the way you want to. Call it manipulation if you want. But that's the only way it is ever going to work. No amount of nagging, complaining, policing, punishing or praying will actually help solve complex social problems. Such strategies are too crude. Instead, designing nifty rules is the right way to go.
